### Responsibilities
* Provides advice and guidance to various elements within the organization, to staff members and HR specialists in the operation, continual maintenance and use of automated systems, and capabilities available within the systems to assist them in management responsibilities.
* Undertakes or participates in special projects ongoing analysis, investigations, tasking and initiatives that have high priority for senior management.
* Provides HR information systems (HRIS) and/or HR-related data sources include: HR Smart, e-OPF, Web-HR, VA USA Staffing, HR Dashboard, Pyramid and PAID/VISTA.
* Provides technical assistance and advice to HR specialists to obtain maximum access and utilization of the automated systems.
* Coordinates access privileges specifically in HR Smart, e-OPF, Web-HR and DFAS.
* Provides advice on the use of data for compiling personnel and other statistical reports and preparing personnel action documents.
* Overseeing development of technical data, estimates, statistics, and other information helpful to HRMS employees and managers, as well as other VHA Providence managers and facility level management, in determining goals and recommendations.
* Maintains organizational charts for the Medical Center and reporting to management as needed.
* Manages position manager adding and modifying positions in HR Smart working collaboratively with IBM and HR counterparts.
This Human Resources Specialist (Information Systems) position is located in Human Resources Management Service and is not a bargaining unit position.
**Work Schedule:** The work schedule will be determined based on the needs of the Medical Center.
The Providence VA Medical Center is an acute care facility operating 24 hours a day 7 days a week. While most tours of duty are scheduled during the day, the possibility of working evenings, nights and weekends does exist. Shift changes will be considered based on patient and facility needs.

### Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/21/2018.
**Time-In-Grade Requirement**: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service. A non-award SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. **Note:** Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
**Basic Requirements:
Specialized Experience: GS-07 requires:** To qualify at the GS-07 level, you must have at least one FULL year specialized experience equivalent to at least the GS-05 grade level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience is defined as: Experience in developing data capture utilizing multiple data sources and spreadsheets to develop and implement monitors or process improvement measures as appropriate. Developing tracking mechanisms, analyzing data, measuring results, reporting findings, and making recommendations for corrective actions.

***Substitution of Education:*** Applicants may substitute education for the experience for the GS-07 level. 1 full year of graduate level education or superior academic achievement. Unofficial transcripts required whenever qualifying based on education. Education must demonstrate the knowledge, skills and abilities necessary to do the work. A transcript or course listing must be submitted with your application if you are basing all or part of your qualifications on education. Do not have certified transcripts mailed to the HR office. ***Specialized Experience: GS-09 requires:*** To qualify at the GS-09 level, you must have at least one FULL year specialized experience equivalent to at least the GS-07 grade level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience is defined as the general principles and application of project management initiation, applying and completion; administering a variety of HRMS systems, including but not limited to staffing, records, classification, and personnel actions. Coordinating and resolving situations of the office and service when dealing with employees. Work experience includes the use of automated programs to collect and analyze data and prepared extensive reports electronically and/or in hard copy. To be creditable, specialized experience must have been equivalent to the next lower grade level in Federal service.

*Substitution of Education:*** Applicants may substitute education for the experience for the GS-09 level. A Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related, is qualifying for GS-09. Transcripts are required in your application package when using education to qualify at any level. For example, 6 months of appropriate specialized experience equivalent to GS-07 (50 percent of the experience requirement for GS-09) and one year of successfully completed higher level graduate education (18 semester hours), as is described above. **Physical Requirements:** The work of the Human Resources Specialist requires some walking, bending, stooping, reaching and lifting and carrying files. Long periods of working at a computer terminal are involved. Because of rigid deadlines in the position, the employee works under pressure.
